Eastleigh MP Chris Huhne is one of a number of MPs to have signed up to back an Early Day Motion in support of the Green Energy Bill.
Commenting on the Bill, Liberal Democrat Shadow Home Secretary Chris Huhne said: "Small-scale sustainable and renewable energy production should be achievable for every home and business in the Eastleigh area, and is key to protecting the environment and combating climate change."
The Bill, which was introduced by Conservative MP Peter Ainsworth, requires the Government to revise its Microgeneration Strategy by changing current planning rules and exempting these and other energy efficiency projects from local council tax and business rates penalties.
"This Bill would make generating your own energy on a small-scale more attractive and achievable, and will mean that many more people would be able to benefit from these projects", said Mr Huhne.
"The Government needs to recognise the importance of these schemes in enabling us to meet our obligation to produce 10% of our energy from renewable sources by next year, and should therefore lend its full support to this Bill."
